Maybe the last Joyboy said as much before he died. From what I understand, Sun God Nika = Joy Boy & only an awakened user of the Gomu Gomu Fruit can become Joyboy. It isn’t sumin anyone can become. You have to be chosen by the Nika Fruit to become Joyboy. Also, given it’s been established that zoan fruits have wills of their own it’s feasible that the last Joyboy knew via his DF that the next Joyboy would be chosen in 20 years.

I don't believe the spirit of the previous user is sentient in the devil fruit just like I don't think for example Oden is sentient in Enma or even that they are "present" there, more like both Enma and Nika are living things capable of a personal intelligence, but that would have been interesting to find out what they would conversate about 🧐
"Joy Boy" is not a singular person, but rather a state of being.
That's why Kaido believed he could be Joy Boy. That's why Kaido, upon finding out he couldn't become Joy Boy, was looking for someone who could become Joy Boy.
Luffy 99.9 percent most likely achieved this due to the way he lives his life. He just wants to be the freest person on the sea, partying, and having a good time with everyone he meets, and that is most likely what it means to be Joy Boy.
If you've been reading One Piece all these years and don't think there's a deeper meaning to all of this, outside of "reincarnation", then you've been following the series wrong all this time.
