it seems that Navy is Busy Right now and BB Probably Will do Something and they Will Be More Busy So i think they will send:
1 Admiral (Kizaru/GreenBull/Fuji) /2 is Possible But Personally i Think They Will Send One
5 or More VA (Gion and Chaton (if Oda Want Show their Power and Hype Them) - Smoker (i think Tashigi will be in Wano so also Smoker) - Sentomaru (if i remember Correctly in VC his Rank Was VA) and etc)

The Navy have their hands full with the warlords and revos. if they send a lot of forces they’re going to risk exposure and numbers. A small force is enough, a large force would probably cause a 3 sided war.
