Oda is making Perospero a joke. He almost died to Carrot and Wand Sulong Forms which I take to be weaker than base Nekomamushi. Sulong Nekomamushi is overkill to Perospero, he ain't Jack's level who has a challenge with Inuarashi Sulong Form(which I think will win too).
