I think Mihawk was introduced before Oda came up with the idea of the Warlords anyway, so nothing would change. Nobody mentions the Warlords when he appears on Baratie and then it’s only at the end of the arc/start of AP that it gets brought up.

Mihawk was introduced before the Shichibukai were introduced.

He'd likely just be a free roaming pirate like he was in his intro, except without any special treatment from the World Government.

If Shichibukai didn't exist as originally Oda thought, if there was only Yonko, how would Zolo's opponent could appear?

  • A random pirate (Non-Yonko) Mihawk?
  • A Yonko underling Mihawk?
  • Marine Mihawk? Or a different Marine opponent instead?
  • Or Mihawk wouldn't exist? And Oda would create a different character?

How would Oda make Zolo's WGS opponent if Shichibukai didn't exist like they shouldn't originally?
Without the Shichibukai, the balance of power in the One Piece world would shift significantly. The World Government would have to rely more heavily on their Marines to maintain control over the seas, while the pirate crews would have more chances to attack and pillage. The Straw Hat crew and other pirate crews would have to face even greater challenges without the assistance of the Shichibukai. Additionally, the void left by the Shichibukai would give rise to new factions and alliances, leading to a more unpredictable and chaotic world.
