The guy who is supposed to be hundreds of years ahead (in terms of technology/genius), knows secrets and is capable of coming up with things like SSG and devil fruit replications (Momo's fruit).
Logically he should be only second to Dragon in terms of highest bounty IF not the highest. (Depends on what exactly got Dragon the title of Most Wanted Criminal apart from him going against CD's and all that, there's gotta be something specific that earned him that title).

If he was such big of a threat then why send CP0 instead of wiping out the whole island in one go like Lulusia or sending an Admiral?
His threat is due to his knowledge like Robin threat comes from the ability to read PG and he isn't some yonkou tier
His bounty would be less than Luffy's by quite a margin because most likely he will ally with Luffy and I don't see any ally having bounty higher than Luffy

When did Caesar create clones of top tiers and enhance them with lunarian DNA + Kizaru lasers?
When did Caesar perfectly recreate one of the strongest devil fruits in the verse?
Vegapunk could very easily wipe out the WG if he wanted to, Ceasar would be lucky to wipe out a couple vice-admirals, the WG doesn't care about Caesar
As for Bounties being about combat, bullshit, Robin is a blatant example of this not being true
