If the last road poneglhyp belongs to the government as Shiryu believes, then the government must fall before finding One Piece, so Oda is telling the truth if thats the case, the story will finish with finding One Piece.

The burn scar man is a pretty nasty opponent on sea, if he really has an ability that can create whirlpools then he can easily counter most devil fruit users if they get near him, if he's carrying the poneglyph with him then it would be very hard to steal it from him without drowning.

Kuzan could freeze the sea under his ship. Sanji and others can do the Sky walk. Zoro can fight out of the water. Nami might be able to counter such weather manipulation. Snipers like Usopp can fire from a distance. Many ways to get him.

True, but still his power seems hax, he might have some nearly unavoidable attacks that can pull you into the sea, I also think he's a competent fighter even without his devil fruit.

He must be a currently unknown or lesser known character, otherwise there's no point of calling him burn scar man if his identity is super well known.

Taking the Poneglyph from 1 ship is obviously not the same as defeating the WG.
It’s pointless to hope that the Strawhats would overthrow the worldwide oppression of over 800 years…just to then have to deal with a mere pirate crew afterwards. The difference in scale simply doesn’t work.
