You need a McGuffin to disable IMU's hax and defeat him.
And since Xebec was obviously lacking said McGuffin, IMU himself had nothing to fear.
But IMU knows that Xebec knows, hence the "one day," as in "once I get it, it's over for you."

Shirahoshi is an Ancient Weapon.
It's not confirmed at all that Imu knows Luffy is in Elbaph. The Holy Knights themselves didn’t know until they saw the Straw Hats’ ship. You’re just assuming they reported it back to Imu.

Its not just that it's probably Imu is on par with Joyboy once seeing him and his haki Xebec decides he needs a whole bunch of Yonko level tiers to face him
