Not really a sanji fan but except for gag.. i have never seen sanji acting dumb or even close to it. When nobody made a move in the whole onighishima. Sanji alone went and took momo out. Same with his Alabasta situation.

Jumping into a situation and fighting is not an intelligence feat
Sanji has a good head on his shoulders so I put him in sharp. But those situations were more about thinking calmly in s stressful situation than anything else

To be considered intelligent or smart, you have to be able to recall the right things at the right time, and you also should be able to interpret the said information the right way to use it efficiently—just retaining information in the brain won't be of much help with that IMO.

He says no such thing. Even if that's how his fruit functions, it changes nothing. Being smart isn't about just recalling information, it's about using the correct data at the right time in an appropriate way to come up with optimal solutions. Think of it like the information about One Piece on the Internet. You and I both have access to the same knowledge but we don't necessarily interpret it the same way nor do we frame equally competent arguments because it has more to do with our intelligence than knowledge.
