No he isn't dead but his role in the war is done.

When Oda kills characters it's emphasize that they are dying or about to be killed. In this case Ashura didn't have some big emotional last words to the Scabbards, or an emotional flashback, or some sort of inner thoughts before dying. Ashura role in the war is completed but he didn't died.

He is obviously not dead, but it was an excuse from Oda to keep him out of the fight.

Out of all the Scabbards, the only ones Asura had any kind of build up against in the beast pirates are Kaido(who he fought in a group fight with the remaining Scabbards) and Jack(who had a build up with Zou dukes), so I think that Oda didn't really know what to do with him for the remaining of the arc and thus used this chapter character moment where he'd sacrifice himself to save the rest of the Scabbards, leaving him incapacitated for the rest of the arc

The funny thing though it's that the excuse in itself isn't even that good considering Kinemon was with him, someone who already showed the ability to slice up an on-going explosion even after being caught off-guard back in Punk hazard(he sliced the smiley explosion when they didn' t think it could explode) when in this case they had time to see the detonation and thus Kinemon should have been capable to slice it up without any need of Asura sacrificing himself

To be honest this was poor writing.
