Sabo saw whatever destroyed Lulusia. Only thing he could tell was that it was pitch black. The Mother Flame was created by Vegapunk. Many initially thought it was Uranus. It might well be a copy of the Ancient Weapon. VP tried to copy Poseidon's power by making mechanized seabeasts. If he copied those two, then there should also be VP's take on Pluton. BBP revealed that the ship, of the man marked by flames, is pitch black, like the Mother Flame, and both have something to do with flames. Maybe the giant whirlpools are summoned by the ship, not the scarred man.

Did none of you read Water 7? My god this is like the 3rd time ive heard the "VP makes a copy of Pluton" theory when it doesnt make a lick of sense if you read Water 7.

He just have a normal black ship. His specialty is his water/ocean DF that allows him to sink whoever gets close to him by sea. So if you fly over there it will be easy to reach him.
