I think Oda is gonna give Dragon justice after Luffy meets him.
Oda probably wants to hide Dragon until that point in the final War we are gonna see his power and motives.

Until today i dont understand what the Revos want to say with "declaring war in the celestial dragons"

They wanted to rescue Kuma from Marijoa?
They wanted to attack the kings in the Reverie?
They wanted to attack the Celestial Dragons?
They wanted to use the attack as propaganda?

Like if the WG wasnt already at war with them.



Wonder what Kuma objetive was, probably will be what will turn the final war for the Revos side.

Dragon forgot a simple rule: plot armor.
If he wanted his crew back safe and sound, he should've searched and begged Luffy first to join his infiltration to Mariejois. Therefore, the safety of the crew is guaranteed, probably only one person potentially would die (Pedro's case).

Right now Dragon feels like a non-character. He exists to make the Revos look like an intimidating army and to move their plot forward. I hope Oda doesn’t just give his backstory one chapter of exposition dump or make him out to be a super-badass Gary Stu who clogs up too many chapters.
I also hope Oda fleshes out the Revos. Are some too extreme? Are some corrupt? What type of government do they want?

Its incredible how the first characters introduced by Oda (Shanks,Dragon,Mihawk) are the ones that still has to be developed well. Honestly some characters like Big Mom and Kaido feel like filler characters compared to them.
