Is that just a blabber from Franky before Luffy goes to WCI? Or we just thought it would be used against fodders?

If it is to appear, where would it be used? Sasaki? Kaido?

I am sure it is coming. Whether it will be used vs Kaido or Sasaki is an entirely different matter.

Well Oda is not the kind of mangaka that inadvertently creates plot holes in general, that's what I can safely tell. We shall see if it's a choice or not whether it won't be coming, which I doubt it won't.
