I think the difference is that Garp still vehemently hates pirates and sees serving the Marines as the best way to punish pirates, so he reluctantly works with them even though they still serve the CDs who are just as bad as pirates.

Logic suggest pirates do more evil hence garp and coby ally with marines. Take Kaido or BM for example where BMPs would destroy whole countries if they don't pay tribute to BM. Also without marine's protection , lots of island will fall to pirates.

So garp took the path to protect more people albeit if that means siding with an evil goverment.

I do agree oda has done a bad job of showing it though.
Garp can be ordered by Admirals to participate in buster calls. He is complicit in WG crimes to be honest since he is a high ranking marine.

To be fair, Garp does have an excuse.

He just flat out isn't intelligent enough to think of pulling that shit off. Lmao. The bloke is as blunt as his fists. If he can't punch a problem, he doesn't have a clue what to do.

And btw Garp is not even a righteous marine who takes his job seriously. People like Smoker actually do try to save people and arrest criminals it's only that he is a bit weak. Garp is always fucking around. The criminal elements in his home island shouldn't exist if he was in the marines for the greater good. It would be like a yonko affiliate nation.

What if Garp, like Giap, is not simply an army general (Admiral) but in fact a revolutionary working to destroy the system from within? I would guess Giap and Garp sound very much alike pronounced by a Japanese and dude is apparently a true legend in Asia (never heard his name in European school) so Oda should know of him.

Garp is the dog, and Akainu means "Red Dog", and they serve the Navy. We know what Akainu did to Ace, and Garp is Luffy's grandfather.

After all of those events Luffy's past is appropriately revealed, and there was Sabo.

I wonder if something is going to happen with Sabo that uses the dog reference. There is a cerberus DF that Shamrock has that appropriately goes with Sabo's background with royalty and stuff.
