well Roger and Prime Luffy are close in power (I assume) and Roger don't have a DF

so Roger or Shanks (even Garp) might be better Haki users than Luffy ...

Not necessarely, Luffy can have better haki than Garp yet never be as physically strong as he was.

He didn't have FS and we don't know if he has/had adv CoC.
I also said that Luffy will not only have adv haki but also top 3 of each kind. That should be enough to give him the edge in a haki fight against anyone else.
Just talking about haki not strength and other abilities.
