They are the strongest. Powerful and strongest are used interchangeably quite often. Plus we already know for a fact that two of the emperors at the time were indeed the strongest beings alive. The rest is just deductive reasoning.

The translation about political influence and stuff was done by a certain Mihawk/Zoro fanboy with a known bias against Shanks

If you can bring any official translation that mentions anything about politics then I will cede by point. Till then Garp's word can be taken to mean 4 strongest pirates since 2 of them at the time were already acknowledged as the strongest at the time.

You know the funny thing is in that chapter Garp says "NOW red hair is considered a yonko alongside Kaido, BM and WB..." which clearly implies he was recent addition to the club. But the Mihawk club (backed by that certain translator) disputed that so that it may seem Mihawk was actually dueling a yonko Shanks
