CoC is something you're born with but that you can randomly discover at any point throughout your live so pretty much the whole cast of characters could get it.
True but that kinda makes predicting who'll get it and who won't pointless, no?

Anyone in the verse could technically have CoC but it's dormant and we'll never know

Well, if the world population is anything like real life, 1 in a million is a lot of people.
sure, now what are the odds of 1 in a million giving birth to ANOTHER 1 in a million?
do the math, its astronomically impossible for this to occur and yet its so common in the OP verse

kaido (a conqueror) has a daughter whos another conqueror (yamato)
big mom (a conqueror) has a son whos another conqueror (katakuri)
garp (a conqueror) has a son who likely has conqueror (dragon) AND whose own son has it too (luffy)

the list goes on

I think it was said millions, not million. I highly doubt there are 8,000 CoC users out there. At most a few dozens.

Say population of OP is 1 billion.
If it's 1 in a million, then that's 1000 characters. If it's 1 in millions, it could be in the 100s

Anyway, IDK. Hopefully no retcons, but with LOda we may never know

One in millions, so the chances is less than 1 in a million.

I think Oda can always make CoC something you push and struggle yourself into manifesting. Zoro went from "not having CoC" into "having CoC"

Then I guess people have just been screaming "genetics" over obvious main characters having it when their obviously ultra important parents also had it? Despite BM's children being... well, disappointments other than a handful of them, and only one who has CoC out of life fifty of them.

No it just said one in a million, but the catch is, is people can go their entire lives and never unlock it. So you can have 8000 potential candidates, but only 30 people or so ever end up actually unlocking the power.

There's always a CoC user that is useless.
Mid is the most useless ofc.
Chinjao is another, though he probably had ACoC in his prime.
Despite this there's probably still going to be rare users of it, and at this point in the story those users are very likely to have ACoC since that's practically the only kind that matters now.

Yeah, this makes more sense anyway.

Assuming population of OP world is 1-2 billion, a 1 in million would mean more than a thousand conquerors.

We have known only less than 20, maybe it can go to like 100-200 but 1000-2000 is way too much for us to know only like 20. One in several millions make sense in this regard/.
