I mean it’s stated in tha manga that Marco was “The Lenten dart WhiteBeards Right Hand Man” Oden never received that label/tag. He was stronger than Marco but, no, by canon he wasn’t tha RHM
When he was alive, yes. Marco was the RHM by the time of the present day though.
And in a world where Oden stayed with Whitebeard it would still have been Oden who was the RHM over Marco, because
a) he was far stronger
b) brother > son in seniority
