And why would Oda group Zoro with the rest of the WG if he doesn't deserve it? Blackbeard was added to it, so why couldn't someone undeserving be removed? Again though, there's a lot of emphasis on the potential of the WG, so...

Why would Oda group Buggy with Mihawk in the Shichibukai. Again most, including Zoro are featless scrubs that elevated by the others.
