Shiraoshi as Poseidon as the whole combined power of all the seak kings is for sure stronger than any single yonko, admiral etc. most likely even above all them together. Yet on the other hand even Caribou was able to kidnap her. She is just like the president of the USA (or China, Russia, India etc.), she can potentially reshape the world but in the end she is a simple man/mermaid.
Posiedon might not be strongest 1 v 1 but she is definitely the strongest weapon we have seen in the world. In that she has the most destructive power. There's a reason Im and gorosei fear her and not the yonkos.
Whitebeard can destroy a small island, but Poseidon can summon billions of giant ass sea king and sink continents.

IDK, it kind of depends how you think of it.
Physical strength? She's big but she's able to be captured.
Mental strength? Not really, but I guess at least she has room to grow.
Abilities? Yes, she has fucking superpower to control some of the strongest animals who we know very little about and potentially destroy the surface world
Weapons? As far as we know, it's a doomsday-level weapon. And it's not just that she uses that weapon, but that she is that weapon. So counting her weapon as part of her, yeah, I'd say she's possibly the strongest character, at least until we find out what Im and the Gorosei can really do. What if they have Uranus?
