Dragon whole purpose is to overthrow the WG, whilst pirates are fighting each other over one piece which they don't know where it location is and what it contains plus the emperors are in control of most if not all of new world seas and are fighting against each other so they're in a stalemate with no one progressing further than where they are. I'm not surprised the WG branded dragon most wanted criminal, they have a face to save don't wanna look like pathetic wimps when a single organization is wrecking havoc on their properties. Giving him a high bounty ( which he most likely has ) is a given that way everyone out there trying to make some quick cash can deal with him.

Currently Monkey family are the strongest
Of all time, probably the Shimotsuki family assuming Zoro is one which is basically almost 100% certain he is. Otherwise still Monkey family
