Isn’t the 2nd division commander usually the strongest one though? Oden and Shiryu are the strongest subordinates in their crews, and Ace would have quickly surpassed Marco

Oden and Shiryu are anomalies like Zoro, designed to be stronger than the captains.
Ace/Marco arent like that.
Grand fleet captains are a different matter but you could say Barto is stronger than Hakuba because there is no way for him to overcome the barrier but when you think about it, the moment Barto cancels the barrier to go on the offensive, Hakuba ends him instantly.
