Anime & Manga Is WGS the most useless title?

Yea arguably. Mihawk despite being the WSS still had to join the world government to gain freedom.
Any individual strength based title is not all that useful. It might even draw unnecessary attention when you don't want it.
Having the Yonkou title is far more useful. You make your own rules and nobody dares approach you ever. Naturally the WSC and WSM were Yonkou for this reason. Mihawk's a loner so he doesn't have the crew or leadership required for it.
The Navy brought out SSG to attack Mihawk, they wouldn't dare waltz straight into Yonkou territory and openly engage like that.

It isn't useless per se but how Oda handled it is laughable. No matter how much of a Zoro fan you are, I can't see any intelligent reason why anybody would rather what we got (Mihawk and Zoro bromance) than an actual race for the title that includes defeating people with the same objective but different styles, philosophies on swordsmanship, morals, etc.
Only Zoro and Kuina have shown actual interest on this title; Kuina is dead and Zoro was trained by the current holder. Zoro's whole dream doesn't feel like an actual challenge but narrative endogamy at this point.
