The issue is they're too strong for their current roles. Otherwise there would be no need to constantly nerf them.

They have never been nerfed, Garp and Shanks are just insane, Fujitora and Kizaru are already good guys, and Greenbull is trash

Greenbull lived to fight another day as far as we know. Kaido went back to giving up on his dream and planning on spending 28 years hiding in Wano so he could sell seastones to the WG. Trust me, I wish Oda didn't write this but this is the plot he made. Even after allying with another freaking Yonko he still wasn't ready to go out and fight Shanks, he wanted the ancient weapons.

One of the Five Elders was taken out at the end of the Egghead arc.

And now there is a possibility that maybe Shamrock along with the rest of the God's Knights will be defeated at the end of the Elbaf arc.

Meanwhile the Admirals are still going strong, none of them were defeated, and we also haven't seen them go all out either.

Broccoli's twerking session is worse than any oneshot
Akainu struggled against someone who was 95% corpse. Also the infamous red dog put on his leash himself the moment Shanks was there.
Kizaru was knocked out twice in the same arc. DF merching some food while being down is hardly a feat.
Kuzan needed to jump 2HP Garp with intent to kill to barely capture him.

Only Fujitora is unscathed so far. Until he meets Mihawk.

Oda also been putting mental shackles on them ( Kizaru EG, Kuzan Hachinosu ), and environmental shackles ( MF, Mariejois ).

1100+ chapters and Oda still done that, it can be deduced they're extremely strong but as a result, none of them also have gone anywhere near all-out, which is annoying.

GreenBull could show up in Elbaf and i doubt he's gonna go ham either.

I believe they're gonna go ham, in maybe 3-4 years from now at best.
