It definitely sounds like he and Dragon knew there was a right point for him to eventually break out anyway:
I would assume when Morley was imprisoned in the past (it was implied he created Level 5.5), he probably informed Ivankov of willing prisoners who could join the cause.

But if the plan was to infiltrate and raise an army until the day the Revolutionaries make their move, then doesn't it stand to reason that the Revolutionaries would be there to pick them up? Hell, they might have even had it planned on an assault from both side. The Revo's attack the front, while Ivankov releases the prisoners from within.
That still might actually happen, as Bon Clay is in Impel Down, and at some point he's gotta come out during this Final War.
