Its more like if the terrorist is holding hostage the wife of the guy in charge of the task force. She might not objectively be worth the risk but emotional attachment makes him unwilling to just write her off as a necessary sacrifice.
As dumb as it may be on a practical level they do care enough about Megumi that they are trying to find away to split them rather then just write off Megumi as a necessary sacrifice.
