This particular page caught my interest because Ju Peter looked nervous

Ju Peter probably replaced a former Elder when he was young. He stopped aging (like Imu) and got his powers.
I think Imu shared his immortality and power with the Elders and they became "one being".

Now to the main part of my theory:
I think Ju Peter was the former Supreme Commander of the Holy Knights.
Garling wasn’t the Supreme Commander 40 years ago

So there had to be an unknown Supreme Commander during this time.
So where is he?
I think Imu always replaced the failed Elders with the Supreme Commander because he’s the most loyal and strongest subordinate after them
I think the first Elders were Imu's personal knights during the Void Century and got replaced over time
Ju Peter has a personal tie with Garling and he probably knows him the best because was under his command

Many people think that Ju Peter will betray the WG and Garling could be a big threat for him
The Man with the Burn Scar is the key to the last RP and was probably someone from the WG according to Shiryu
Was he a former Elder who miraculously survived Imu's flames? Or is he under Ju Peter's command? The RP vanished after Roger's death. Ju Peter and the Man with the Burn Scar could be supporters of Nika and wait for him to find it. Maybe he was the Warden who told Who’s Who about Nika. The Warden mysteriously vanished… maybe he got a mission from someone

Could be but I think this is giving credibility to the theory that Jupiter will betray Imu.
So he is basically sweating because he knows what will happen to him if his plan fails.

The Supreme Commanders being replaced makes a ton of sense, too, I'd like to see that. Almost like a test application.

Makes me think Garling did way more work (IE Whitebeard's scar) in God Valley than Saturn did.

Quite a fun theory, and it does answer how the 5 Elders got their powers (btw, I wonder if Garling gets the ugly spider or a different demon, hoping the latter comes true).

Not sure if Ju Peter is going to betray Imu, but he does seem nervous for a reason!

Ju Peter is the other Gorosei that has a huge scars beside Saturn, he probably aren't that strong. The elimination of Saturn makes him scared of being the next Imu's victim, he could be plotting something to save himself.

Honestly I loved how unsettled the other gorosei got when Garling strolled in. Garlings aura truly is insane.
