The only reason I see why Sukuna/narrator would be hyping up Hakari and Higuruma is because they have brand new CTs to him. Note that he has probably only firsthand seen 2 techniques that are for sure (100%) new to him.

Both lawyers and phones being absent from his time.
He thought the phone thing was lame but at least gave it a second to look at. He really liked Judgeman at first until Higuruma died unceremoniously.
Now I think he has not praised Yuta solely because he has seen Copy technique before (descendant of Sugiwara) so he probably doesn't care for the gimmick because he already knows it more or less.
I think Hakari won't be as effective as Yuta will be but Sukuna would love to see his CT.
