I think he resolve the Shanks movement within the end of act3 and start of act4. Like when act3 end we get one-two chapters outside of the world with Shanks finally make his move.

Now, Shanks will indeed make moves to save and recruit Mihawk then head to combat Teach during act 3/4 interval

And you missed the whole part in my text where I just baiting to get rant comments about Linlin getting defeated by Shanks. I expect Jo Senpai first to write something,not you to be honest. It is clear that Luffy gonna defeat Linlin after what he talk with Katakuri.
