How do you know he was "Vet level"? There is 0 proof he wasn't commander level back then. Blackbeard was clearly YC level even though he wasn't division commander.

It's not like Whitebeard is immediately going to hand him the title of "Commander" as soon he joins the ship. Oden's position is sacred and Ace had to prove his loyalty. That has nothing to do with power level.
