The thing is I want to call your examples exaggerated but they're simply manga facts, no one can dispute them. Oda was walking a very thin line with Kaidou knowing he was falling early he left room for discussion, Kaidou has some great feats but he's definitely a major fraud in the sense that he's not the undisputed top 1 (and his character is a contradictory mess, you want to die but you are hiding from top tiers in Wano your entire life, you panic at the sight of a top tier approaching your territory?, you hid from Oden for years under the same roof?), Oda didn't commit to that bit at all.

The running from Shanks thing is the biggest fraudulance, but tbh Big Mom could have caused a lot of trouble on Wano itself, he didnt mind fighting her when she came out his base island(onigashima) where there isn't people.
Him never fighting Oden for the second time is pretty dumb and the fact that he never tried getting info on going to info on Laughtale from him is just retarded. But he did over correct after that, not killing anyone and instead trying to break them down into serving him, basically like Genghis Khan. Feels like Orochi was calling the shots in those days(Tbh, we could have just had Orochi as a decent high tier and made him the secondary villains of the arc instead of having BM).
