Garp. He's a pretty terrible parent but at least he loves his grandkids and that affection seems to be at least partially returned from Luffy if Marineford is any indication. Plus he congratulates their successes even if he doesn't approve of their paths, which Kaido certainly can't say.

Garp knew Luffy and Ace admired pirates but he never gave up on them. Even at aces execution he chose family. He was just too late

His daughter admires his worst enemy yet he still wants her to rule Wano in his name, he can kill her anytime he wants to yet he doesn't fight her seriously, sure he pushed her a little but look how strong she is.

Garp made sure that Luffy had the strength he would have needed to survive the world. Luffy was a D and the son of Dragon and grandson of Garp, there was no way he would have just lived a quite life in East Blue. Garp knew that and he gave Luffy the training he needed.

He also didn‘t chain him up with explosives to make sure he never left Dawn Island and became a pirate. And has never really tried very hard to catch Luffy- if he really wanted to, he’d have caught Luffy on both Water 7 and Marineford.

garp grew up in the same conditions as luffy. he survived this long due to his strength. and that's exactly what he wanted for ace, luffy and sabo - to become tough and strong marines so that they can live healthy, lawful lives. what he did was out of love.
