The grand fleet are people who are UNDER luffy and have chosen to follow his orders and spread his influence etc. Katakuri and the BMP are not gonna suddenly start taking orders from luffy and co be part of the Straw Hat grand fleet instead they will be allies similar to Alabasta, Wano, Water 7 etc.

Buggy is only a Yonko in name, he's nowhere as strong as her or any other Yonko. And she's still as powerful as she was during WCI and Wano, as soon as she'll fully healed, and it would take a very huge force led by at least one/two admirals and many very powerful fighters to come to invade Totto Land with a chance of victory against her and her crew.
