Yeah, he is giving this message to Kidd because the bloke has once again infringed on his territory. Compensation is the bare minimum Shanks should demand.
If anything, Shanks is still being reasonable. He is giving Kidd the chance to leave. Other Yonko like Kaido, Linlin and Teach wouldn't earnestly give that offer, they would just kill Kidd and take his stuff anyway.

Shanks still gave him an option of leaving without any further problems, but only if he left his RP copies behind.

And the giants sank him for aiming a cannon at Elbaf, which he factually did. The ships were lined up in front of the mainland and I heavily doubt Kid gave a fuck what collateral destruction he would cause taking them out. If one beam goes astray, or carries on through the ship, he’s hitting Elbaf.
All in all, Kid got everything he deserved.

If I was Kidd and I saw what it took to defeat a Yonkou (circumstantial and with the help of another dude who basically carried the fight) and let's not forget your rival, Luffy, took Kaido down on his own, who most definitely one shot Kidd as well... like give it a rest dude, you need to train, learn to hone conquerors haki and wield it the way the strongest do, you definitely have it in you.
Just charging onwards and hoping for the best was never going to cut it (if you're not the main character). His over reliance on metal parts is such an anchor, as cool as it sounds on paper.

We don't know who the man with the burned marks is. Given Kidd went to Elbaf, he might've been located there. You also imply that Kidd would've gone the diplomatic route with said man, when he in fact has a track record of being a savage. He also tried to take down the RHP in the past already. Shanks did his homework, gathered information on Kidd, made sure Kidd is fully healed and rested and gave him the opportunity to retreat.
Wasting Kidd as a group of pirates that is in the race for the PK Throne just as Kidd, was fair game. Absolutely.

A bit odd to bring up real life international treaties regarding the treatment of military personnel between internationally recognised sovereign states when in real life, Kidd would most likely be considered an international terrorist whom most nations would find it justifiable to deal with via spec-ops death squads or with targeted drone strikes.
Yet who's still alive? The giants? Or that little bitch kid?
Kid fans are pathetic. Luffy has been saying it since the east blue, if you want to be a pirate you have to be prepared to risk your own life.
