And Tobi Roppo is the second highest rank with only six seats, so that would also have special requirements.

Almost like the author didn't want Kaido's core crew to comprise of Supernovas saved for the guy who was with them since the timeskip.

If he wanted to say that Hawkins is strong, he would've made him tobiroppo no problem.

You do realise that there was this thing called a PLAN… Where the strawhats were not supposed to start a war with the beast pirates until the fire festival… And Law actively told Sanji not to engage with Page one because of it… And it was demonstrated that Law cares about this plan while the strawhats didn’t and kept fucking around

Hawkin is a part of alliance to takedown shanks. Do you think headliner hawkin to be this weak? Hawkin joined kaido crew when killer and kid get beaten up by kaido. He choose to survive. The event of dressrosa to wano is just weeks. Hawkin able to climb up to headliner in weeks. He can challenge the tobiroppo if he wants too.

Drake become climb the ranks for tobiroppo for 2 years. He is sword dude and he want to spy on kaido. Hawkin whole shtick is his probability to survive ability. You have people like teach. That stays low for years. Why it is impossible If hawkin stays low as well. His personality and power really fit that.

Prove it me to be headcanon. Hawkin power can even make Oden, whitebeard,Roger fall to his knees. These guys is infinitely stronger than hawkin no doubt. But these people are good people. Like kaido said. Oden and these people are foolishly good. Hawkin can use his power as hostage and nothing can stop it. Killer is lucky his captain don't have a hand.
