Luffy beat 4 Billion+ Kaido and still got a shitty 3 B bounty....

We were shown that the WG is trying to downplay Luffy's achievements to do damage control for the Nika thing.. And that's also affecting his crew's bounties thats all.

It's been clear since they one (per Momonosuke's description) that these guys have such bounties because they're disasters in the whole sense of the word plus Kaidou's own influence as their captain. They're vicious, destructive monsters; of course their threat is high.

Beckman probably has a higher bounty while Shanks isnt as worth as Kaido.
