No, it only means that Aramaki intended to execute them.
Then, he had a phone call, got distracted and left.
We didn't see them dead, we didn't even see them unconcious like we did when Sanji and Zoro defeated them, and we didn't even see King getting penetrated or sucked.
This is only your assumption that Aramaki finished what he intended to do.

Plus it gave Oda an easy way just phase out the commanders and officers easily

If Oda wanted these two commanders dead they would have died from the fall from Onigashima.

King and Queen couldn’t even be in top 30 characters in terms of panel time in their own fucking arc, and you think Oda isn’t going to take them out of the story.

He has spared and saved far less important and likeable characters.
