Yeah He is definitely Gentle Blade Swordsman
It's just that He hasn't shown anything to consider him Comparable to Top Swordsmen We seen so far

His Freezing Ability is just like Brook's
If it's a Skill He learned & not Part of his Powers, that still doesn't make him more Impressive than Kin'emon
He is also relying on his Freezing against Pacifista who are getting Disabled, something that's not Necessary for Top Swordsmen
Zoro can Cut a Pacifista probably without even CoA for example

Only Argument that can be Used is that maybe Nusjuro doesn't want to Destroy them, cuz it's their Army, They just need to Kill Bonney
And finally, He is Fast, but nothing too Crazy, Hakuba was shown much Faster even though He was using an Inferior Body (Cavendish's)
Even if He is Running on Air, that's also not something New in One Piece, We already have Geppo & Soru

So i'm not saying Nusjuro can't be a Master Swordsman or He can't be among Strongest Characters
But so far, We only saw Basic Skills, nothing Crazy

Brook is also Very Fast, have Freezing Powers, can Cut Punk Hazard Dragon, can One-Shot a Number, Run on Water ... etc
Nusjuro must show more than this to Hype himself
