I get you but even whilst fighting with mist of his body covered, Luffy commented on it being difficult like when he fished Sanji back into the bubble. If Kizaru's completely submerged, I don't see how he responds. Plus, soru is kinda built on kicking off the ground multiple times in a brief period, underwater, Kizaru's still submerged and I don't see him having the opportunity of darting out once he's in. But I do get what you mean, that since Luffy can manage something while in the bubble and with some of his body touching sea water then maybe Kizaru can manage something.

He just got knocked out by Zunesha. Maybe he just can't move because of the injuries.
