Also, it's something rare to happen, so if the admirals don't have the awakening, the excuse is that it's something rare.

Oda has signified that despite their being a general OP top tier consisting of Yonkos and admirals, there are still significant gaps within this tier.

Kid and Law vs Teach and Shanks show this perfectly. There is a gap between the 3 bil pirates/marines and the 4 bil pirates/marines.

99% certain he is, because I'm sure Akainu and Aokiji (they wouldn't have affected Punk Hazard to this extent with the collateral effect of generic logia moves) are and I don't see any reason to believe Kizaru wouldn't be if they are.
The thing is that Oda wouldn't introduce logia awakening randomly when it is the last real power to still have to be displayed on-screen, so it makes sense to wait until Kizaru is going all out (instead of him doing it in the first round where it was more of a game of tag with Luffy)
