For what I have seen in one piece .
The only moment kizaru was not able to pass rayleight was when Kuma was teleporting the straw hats he would have loved killing them before he reach them . And thi is why he was mad.
2 FOr stalling someone like Rayleight was doing to kizaru you do not need to be as strong .
Commanders can stall admirals for a while .
Yamato can stall Kaido for a while .
Yamato put a way better fight vs Kaido that rayleight did vs Kizaru .
Is Yamato Kaido strenght ??
NOP he defeated her later but she stalled him for a good while much longer then what rayleight did kizaru .
3 It is sown that rayleight is overated based on his old reputation .
When kizaru said he need preparation to capture rayleight he could have been overating him . (Like BB did)
And we know that capturing someone alive is harder .
4 Rayleight was clearly shown to have a hard time keeping up with kizaru speed (He was breathing heavy)
Based on this Kizaru would win this fight but rayleight more then likely ran away once the straw hats were saved and kizaru was ocupated with the wb war so he do not chased him .
IN conclusion based on how the navy do things they will need 2 admirals or 1 admirals and a few VA that can resist rayleight conqueror to capture rayleight and they did not wanted used this force since they were waiting for WB .
This is what Garp mean by fighting 2 legend at the same time . TO be sure rayleight get capture Navy would go over kill . just like they went over kill on wb .
