If Coby is Pre TS Luffy level then it should require another time skip for Coby to reach Post TS, who still wasn’t Admiral level. Coby achieving Admiral level by the epilogue seems about right based on this, but not prior to it unless Oda does another time skip. The only other way Coby could advanced faster is by eating a Devil Fruit, but Oda probably wouldn’t do that as Garp isn’t a DF user.

Koby has haki, which means he’s already ahead of pre time skip Luffy. At least in the area where it counts.
It’s definitely possible that pre skip Luffy beats Koby as he has beaten haki users before.
But Koby is much closer to awakening game changing power ups like FS and Ryuo. Much closer to getting ACoC. This is really all that matters.

Projecting my Coby disappointment on Coby.
If Oda had done the smart thing he'd have made Coby more consistent in the story not shoe horned in the last arc.
Smoker is an actual character we've seen grow and interact with Luffy you can't blame me for liking him more than Coby especially when Smoker is the most popular marine

He was about the weakest human being on the planet, when he was cleaning up Alvida's ship.
Luffy was so much ahead of him, it's insane.
Not to mention that Luffy is more talented/natural gifted than him, too.
Why on earth do people expect Koby to surpass pre-skip Luffy in two mere years?

If you think a guy that is barely pre-skip Luffy level right now (and even that is a massive stretch tbh) will become a freaking admiral in about 1-2 months in-manga time, I have no words.
