The commander in chief seems to be the highest position a non-CD can obtain in the WG.
Hence imo it only makes sense for Akainu to have this position in the final war. We saw with Saturn and Garling that a major failure can lead to you getting axed in the WG.
I think such a thing will happen to Kong.
It was speculated by Shiryu that the burned man is actually working for the WG. If this is true, it’s possible that the WG is the main villain of elbaf.
It also seems as if Kid and Law will likely be in elbaf and reunite with Luffy. If this is the case, there will likely be a secondary antagonist in Elbaf, like BM in wano.
I think Kong could be that secondary antagonist. He could be sent there to ensure that Luffy does not defeat the burned man and obtain the 4th poneglyph.
Kid and Law will ultimately defeat Kong and as punishment for his failure, he will be killed by Imu or the Gorosei. Then we can get an update to the marine hierarchy:
