Mihawk fans use to berate Kaido fans as to his title not being the name tags...Oda who used to mention both him being a Warlord + WSS in his title tags... mentions only former warlord even when he was on his own.. He can easily still put "WSS Former Warlord" lol.

But as I stated if you believe Kaido was the strongest pirate on the seas, then yea Mihawk is truly the WSS based on the marine statement.

Actually scroll up. I addressed the other reason. Like I said in the same chapter the title still being used and they even brought a Yonkou involved in it to stamp how big of a title it is saying his skills even surpas him. The title is so crazy he got a bounty above his "Captain" and Luffy and BB previous bounty.
