I look at Kuzan as the RHM as well whether he joined late or not. He may not fight the SH’s but I am guessing he’s above Shiryu in power.

He is above Shiryu. Without a doubt plus the comparison on how Shiryu got invited into the BB crew and how Aokiji, it felt more that Aokiji is his RHM. Even if I see Burgess as RHM, Aokiji is definitely the second strongest.

Aokiji is on par with Akainu. They‘re both above about someone who is equal to Magellan.
Magellan wasn‘t strong. Not physical not endurance wise or w.e. He just had a ridiculous dangerous devil-fruit nothing more nothing else.

The RHM is usually the strongest, most capable, and most important subordinate.

Think Bepo saving Law from Teach, or Zoro and Killer on the roof.

Shiryu isn’t that guy. From the beginning of this whole Hachinosu subplot, only one BBP has been given a spotlight. And that is Kuzan.

We got a flashback from him and he’s mainly the guy fighting Garp.

It makes absolutely no sense for Shiryu to be the RHM over Kuzan. Imo Oda only included him in that cover page because 1) Kuzan’s allegiance hadn’t been officially revealed, 2) Shiryu might have been the #2 before Kuzan joined.

Regardless, it’s clear how Oda is portraying this. Kuzan is getting all of the hype, Shiryu is getting none.

BBP have no right hand or first mate or vice captain or whatever you wanna call it; it's like Rocks who has a bunch of strong people woking together for ''their greater good''.
So yes Shiryu is not the RHM and no Kuzan is not the RHM.
RHM gives orders to others, Kuzan or Shiryu will never command Lafitte etc...
