Oda doesn't write the Data Books, they're just secondary products for fans to buy them (Misdreavous is as powerful as Gengar, a Pokémon databook said so!), and Luffy and Zoro clearly aren't equals. And if they are, then Zoro's versus have been disappointing for more than twenty years and his journey a joke.
Sure. Guess who is going to get into this "whatever character is this whatever speciffic tier and therefore is whatever diffing this other character that is clearly this whatever speciffic tier" debate: not me.
But so far Zoro is still not facing a Lucci or a Doflamingo for almost thirty years and Oda keeps drawing rivalries and parallelisms between Zoro and Sanji's versus and these two themselves. That holds way more weight than your (in my opinion, more than likely baseless) power-scalling about how Kaku mid-diffs Jabra (in spite of Oda giving them just 20 doriki of difference and emphasizing the devil fruit factor to throw more doubts) and how Zoro is equal to Luffy in spite of Lucci's place in that hierarchy plus his mastering of rokushiki.
And "tranny" is disrespectful as hell, by the way.
He probably cares, and if not him, his editors. Zoro versus Sanji is arguably one of the strongest fuels for community debate, that's pure marketing gold and Oda and company are first and foremost the core of a huge empire that seeks money. While there certainly is a part of fanboys obsessed with trivialities way less important than they make them seem, it'd be a really bad commercial move to waste the engagement coming from this (almost disturbed) obsession with Zoro versus Sanji. Oda (or whoever is telling him to do so) is just planting a juicy seed.

So the latest data book straight up says Vista knows Mihawk was the strongest, if it says Vista knew Mihawk was the strongest (meaning stronger than him) how does it say Vista equals Mihawk?
The statement in blue deep means Vista's swordsmanship was equal to Mihawk's in their fight which makes sense, Vista's swordsmanship was equal to Mihawk in that fight. The only issue is Mihawk was extremely casual in that fight. Doesn't mean Vista's swordsmanship would be equal to Mihawk in every fight.
With Luffy and Zoro we have direct statements
Luffy is 5 Zoro is 5 and Sanji is 4
Zoro is equal to Luffy and deserves to be Vice Captain
Zoro is strongest in the crew next to Luffy
It doesn't say Zoro equaled Luffy in one fight or Zoro knew Luffy was strongest.

Vivre Card says Vista knew Mihawk was the strongest (stronger than him)
Blue says Vista was equal to Mihawk in that fight, no one denies that. What it doesn't consider is that Mihawk was maybe using 0.0001% of his strength.

It just said that Vista's swordsmanship is equal or superior than Mihawk during their clash in Marineford. It doesn't said that Vista is equal or stronger than Mihawk overall
Vista's swordsmanship was equal to Mihawk's in that clash, definitely not superior considering Mihawk looked a lot more casual.
But still point is Data books (all of them where Luffy Zoro power levels are mentioned) say Luffy and Zoro are equals overall. They don't say they were equal in one clash, or Zoro knows Luffy is stronger/strongest.

Honestly, I think Zoro and Luffy being relatively equal or close to each other in power is how the story started........Sanji and Zoro (IF WERE BEING REAL) didnt really seem comparable to each other until Enies Lobby. East Blue Oda Portrays Zoro on a different level than Sanji, thats the truth. Alabasta, theres a gap...... Skypiea Zoro looked much stronger, because oda didnt give sanji a proper 1v1 fight. Enies Lobby Oda gives us power levels of their opponents for the first time..... gives Kaku a Devil Fruit and we never find out how strong Kaku actually became. Sanji Mid diffs Jabra after getting beaten by Kalifa and this where it started.This arc is when people started saying Zoro and Sanji were close. But then Oda showed the gap between zoro and sanji once again in Thriller Bark. So really there is only 1 arc in the series that Sanji and Zoro appear to be very close. But For a majority of the series really...... Zoro is portrayed as definitively stronger than Sanji and sometimes near Luffy.
So I don't even buy the Jabura and Kaku were close, Kaku was portrayed close to Jabura in power without his 4 swords and Yontoryu is a MASSIVE buff.
Then there is Kakus devil fruit which clearly seemed like a bigger buff with Jabura scared of taking damage in just crossfire of Kakus Ranyaku and running away.
I think Kaku would mid diff Jabura overall like Sanji did
Then there is the fact that Kaku was basically fresh when Zoro went Ashura and Ashura casually obliterated an attack even stronger than the tower slicer and then neg diffed Kaku.
I think Ashura would casually take out DJ Sanji too.
So overall Zoro mid diffs Sanji in EL.
Then there was Shushui, holy shit Shushi was a MASSIVE BUFF to the point where Zoro was back to equaling Luffy and low diffing Sanji.
Then there is Kakus devil fruit which clearly seemed like a bigger buff with Jabura scared of taking damage in just crossfire of Kakus Ranyaku and running away.

I think the gap between them has always been around a Mid Diff/mid high. If there were levels to mid diff I would say Mid High Kind of like Zoro vs Kaku actually. Thats how I think a Zoro vs Sanji fight would go.( If Oda wrote it however........ He'd definitely find some way to make it a high diff) If he can make Usopp put up some type of fight against Luffy anythings possible.
