She's grossly incompetent but Fujitora's only boon here is that he can fight from a range too. IMo without any good armament haki feats, he's at a disadvantage against Linlin

Law caused damage to Bm by throwing a building at her, what do you think is going to happen if Fuji throws a city, or maybe even a small island- worth of rubble at her, amplfying the speed by manipulating the gravity affecting the rubble?.....
On the other hand Fuji is a proficient CoO user, quite mobile and I'd say he can at least momentarily stop Bm in her tracks by using his fruit, considering Kid did as well with magnetism.
Remember even a physical powerhouse like Zoro was heavily struggling when Fuji was casually using his devil fruit power on him.

Not that it matters anyway since it's not canon but I'm pretty sure that page was saying the two strongest (characters/enemies on Wano), the Yonkou. They're the only 2 remaining and they happen to be the strongest.
These type of marketing campaigns never tell us things we already didn't know, don't expect them to drop new info as groundbreaking as calling Big Mom the 2nd strongest Yonkou. It was simply talking about Big Mom and Kaidou being the two strongest characters in the battle, and they are Yonkou.
Difficult question because according to me only Yonko are currently alive Top tiers and she beats none of them. But she beats high tiers like Akainu, AdmiraLs, Mihawk and Dragon
