We currently have 12 logia fruits, while 17 confirmed characters have CoC with 9 ACoC
We still have characters like Garp, Sengoku, Mihawk, Xebec, Dragon, Sabo and the admirals who most likely have it but are yet to be confirmed.
CoC is a mark of the strongest whereas logias are simply fruits even tho they’re rare. Mythical zoans are more rare but logias are stated to be stronger so they’re not important for the discussion. The question is, What if a character had a powerful logia and ACoC, could that be the strongest character in the verse? You better pray that’s not the case

Haki trumps all so the strongest guy in the verse needs to have a crazy strong version of all three types,plus top tier stats all around and swordsmanship if he doesn't use a devil fruit.

Dragon has ACoC for sure , and he has always been associated with Wind so really likely Oda will make him the Wind Logia .

And yes , Imu & Teach aside , he's the strongest character with another Logia top-tier ( Akainu ofc ) .

Logia is out meta now, a generic fruit that can easily be countered by haki, why does anyone use it ? That's Oda's fault for making it too broken early game.

As much as I'd have liked Akainu possessing CoC, I don't think he has it. He could've taken down all the fodders on MF. Doffy didn't care. Garp secretly wanted ace to get rescued. Sengok probably was muh too old just like wb. But akainu, someone who's really dedicated into all this had no reason not to decimate the fodders.
Guy is like Kakashi. A selfmade chad without being a special snowflake.

Also, at this point, against a haki expert and adv CoC user even logia is just mere trickery. Even kaido with his super versatile abilities fought luffy basically in a fistfight at the end.
