Ragnir produces lightning bro. This was confirmed by Imu, Ragnir’s lightning is generated by Ragnir smashing ice particles together (which can produce lightning irl). This is why Loki could still summon lightning while seastone cuffed. The lightning is coming from Ragnir.

This is why Imu stated that Loki and Ragnir work perfectly for each other, because both Ragnir and Loki can produce lightning.

Imu states “lightning caused by an impact with ice” in the Viz….so it’s not exactly clear but it definitely sounds like the lightning was caused by Ragnir’s ice and not Loki himself…lol
