This looks indistinguishable from actual haki lightning :

It is clearly visually distinct from the actual lighting strike.
The reason why I'm not certain it is haki is because there's only one of these when Oda always draw several bolts.
But maybe it's to show Loki is not a full power due to the seastone?

Yea when she is directing a concentrated attack through direct contact atleast. This was akin to Enel's el thor. A bit different from the widespread homie attacks on the roof, those ones don't have haki.

OT: I don’t believe that this was haki, this directly contradicts Udon Luffy’s interaction with seastone and that was IMPURE SEACUFFS. Luffy couldn‘t use any haki at all until it was removed.
