Okay so it’s now confirmed. Loki is the first and only DF user in the story to ever use Both Haki and his DF ability while in seastone

is this an inconsistency by Oda or is it a power scaling thing?

Remember that Luffy said that having seastone shackles in Udon was enough to make him unable to use Haki.

Loki summoned lightning with his DF and also Used black lightning Haki while in seastone shackles

Maybe you could say that Loki was able to overcome the power of the Seastone because it wasn't JUST Loki doing it? Loki wasn't doing this alone, he was working together with Ragnir/Ratatoskr. Maybe the two of them working together was enough to overcome the Seastone's effects? Kind of like how it took Garp and Roger working together to beat Reversi'd Rocks?

Otherwise, it'd be purely a power level thing. And I don't know how I feel about that. Mind you, Oda seems to be setting up something pretty similar with strong enough Haki being able to overcome the God's Knights Regeneration. So, maybe it just is that strong enough Haki is able to counter the effects of Seastone? I don't like that as much, but I have to admit it's possible.

I don't think that Lightning was generated by his DF, it looks like Natural Lightning that simply obeyed Loki,
It's possible that whoever eats Nidhogg DF doesn't only get Power to Produce Lightning, but just having it makes Lightning your Ally,
This is different than any other DF We've seen so far,

How could such thing happen? One Possibility is that this suggests World Lightning was Created by Nidhogg itself!
(It's like The entire World is basically Nidhogg's Maxim)

And this Statement doesn't surprise me, because WG Rulers love Western Dragons & Named themselves after them & They are called "Creators" of this World, which clearly refers to them Creating WG, but it could be a Hint from Oda, that this OP World is Man-Made or Re-Shaped by Humans & their Powers/Tech,

Maybe OP World was created by Dragons (Western Ones), and Nidhogg is simply their King,
Jarul said that it turns you into Biggest Dragon, meaning there are other Dragons, it's just that Nidhogg is their Biggest, their Alpha,
And this World being Man-Made or Man-Modified means that it's no different than a Planetery-Sized Ship, think of it like Super Thriller Bark,

Is there a Group of Giants/Ancient Giants Builders who have Warhammers just like Elbaph's God of War & Loki? Yes, They are Galleila,
What Oda is implying here is that Ancient Giants are the actual Creators of this World, not Celestial Dragons,
And it's powered up by their Dragon Powers, hence it's a World made to be Ruled by Nidhogg & it's Army of Dragons,
But WG stole that Identity from them & labeled them as Villains & Enemies which forced them into becoming Pirates & Warriors & Rebels,
